Jeju has no subway and no trains, according to the official Jeju tourism pocket book. Buses and taxis carry everyone who does not drive. So for a trip without a rental car, the best base is the one with the most direct buses. We went through the official Jeju tourism and airport pages to compare the three usual choices.

πŸ“‹ The short answer
βœ“ Easiest without a car: Jeju City, next to the airport, with the main markets nearby (our reading of the facts below)
βœ“ Second choice: Jungmun or Seogwipo, reached by the airport limousine bus routes 600 and 800 (official)
βœ“ Hardest: Aewol and Hallim. Buses leave from Gate 4, but village buses run less often and waits can reach an hour or more
βœ“ Bring a transport card: one official page says the airport limousine does not accept cash

One more detail from Visit Korea: the airport limousine stop is outside Gate 5 on the first floor, and cash is not accepted on the limousine, so use a transport card.

Jeju City β€” the car-free base

Jeju City is where the airport is, so you can reach a hotel by taxi or city bus quickly. Visit Jeju lists these markets nearby: Dongmun Market, open daily with about 300 vendors; Seomun Market, open 9 am to 8 pm and known for black pork; and the Jeju Traditional 5-Day Market, which opens on days ending in 2 or 7. Dodubong and Dodu Port are on Olle Trail 17.

The Jeju City Tour Bus is a double-decker that covers the airport, Dongmun Market, Yongduam and more. A single ride is KRW 5,000 and a one-day pass is KRW 12,000. It runs 09:00–19:30 (last bus departs 17:00), is closed every Monday, and the schedule may change. Phone: 064-741-8734.

Jungmun and Seogwipo β€” by limousine bus

Three limousine routes connect the airport with Seogwipo: 600 serves Jungmun and ends at the Seogwipo KAL Hotel stop, while 800 and 800-1 go to the Seogwipo Bus Terminal and Jungang Rotary. The Korea Airports Corporation page lists the 600 with departures every 16 to 40 minutes, from 06:00 to 22:40, but that page carries a 2020 copyright date, so check the current timetable.

Tourist shuttles are another car-free option: route 810 covers the east (oreums) and 820 the west (museums), every 30 minutes. A one-day pass is KRW 3,000, bought at the Daecheon or Donggwang transit center. The pocket book gives 810 as 8:30 first bus and 18:00 last, and 820 as 9:00 and 17:30. Seogwipo also has an electric city tour bus, route 880.

Aewol and Hallim β€” pretty, but plan carefully

Visit Jeju describes the Aewol Coastal Road as 10 km of cliffs, black rock, cafΓ©s and restaurants (also Olle Trail 16), and says Hyeopjae Beach is one of Jeju’s most popular. Hallim Park sits a few hundred metres from it. Its page talks only about driving and parking, and we could not find official bus numbers for this side. Buses leave from Gate 4, but given the waits above, most visitors without a car will rely on taxis here.

For taxis, the pocket book gives a KRW 4,300 base fare and mentions Jeju Global Taxi, run by the province, with English-speaking drivers. Booking is on jeju.go.kr/globaltaxi, or call 1899-4314.

βœ…

Bottom line

No car and want it simple β†’ Jeju City. Beach resorts and waterfalls on the south coast β†’ Jungmun or Seogwipo, using limousines 600 or 800. West-coast cafΓ©s and beaches β†’ Aewol or Hallim only if you accept long waits or use taxis. Buy a T-money card at the airport convenience store (stock may be limited) and download the Jeju bus app.
